The Cabinet, under the leadership of PM Modi, has given the green light to the Unified Pension Scheme; discover its key features.

Unified Pension Scheme: Under Prime Minister Narendra Modi’s leadership, the Cabinet has approved the Unified Pension Scheme for government employees. Ashwini Vaishnaw, the Minister of Information and Broadcasting and Railways, revealed this development during a press conference. Vaishnaw emphasized that the new scheme will benefit 2.3 million central government employees.

State governments will have the opportunity to choose the Unified Pension Scheme. Should they decide to participate in the UPS, it is estimated that approximately 9 million beneficiaries will be affected. The government projects that the cost for arrears will amount to Rs 800 crore, with an anticipated annual increase in expenses of about Rs 6,250 crore during the initial year.

The program is set to commence on April 1, 2025. Employees of the central government will have the choice to select either the National Pension Scheme (NPS) or the Universal Pension Scheme (UPS). Current subscribers of the NPS within the central government will also have the opportunity to transition to the UPS. During a press conference, government representatives indicated that the majority of central government employees are likely to gain advantages by choosing the UPS instead of the NPS.

Unified Pension Scheme: Key Insights

Key characteristics of the scheme include:

• Guaranteed Pension: 50% of the average basic salary received during the last 12 months before retirement, contingent upon a minimum qualifying service of 25 years.

• Adjusted for reduced service, with a minimum requirement of 10 years of service.

• Guaranteed Family Pension at 60% of the employee’s pension immediately prior to their passing.

• Guaranteed Minimum Pension of ₹10,000 per month upon retirement after completing a minimum of 10 years of service.

• Inflation Indexation: For guaranteed pensions, guaranteed family pensions, and guaranteed minimum pensions, dearness relief will be aligned with the All India Consumer Price Index for Industrial Workers (AICPI-W), similar to the provisions for active employees.

• A one-time payment at retirement, in addition to the gratuity.

• One-tenth of the monthly salary (including pay and dearness allowance) as of the retirement date will be granted for each completed six-month period of service.

• This payment will not decrease the amount of guaranteed pension.

The Union Cabinet has today sanctioned the Unified Pension Scheme (UPS) for government employees, which guarantees a pension. The first component of the scheme is a 50 percent assured pension, while the second component will provide an assured family pension. Approximately 2.3 million central government employees are expected to benefit from the Unified Pension Scheme (UPS). According to Vaishnaw, employees will have the choice to select between the NPS and UPS options.

In making the announcement, Vaishnaw highlighted that new pension schemes have raised significant concerns among government employees, who have requested specific changes. To address these issues, Prime Minister Narendra Modi established a committee chaired by Cabinet Secretary TV Somanathan. This committee undertook a comprehensive review, holding more than 100 meetings with different organizations and nearly all state representatives.

Vaishnaw stated that the committee engaged with a diverse array of stakeholders, such as the Reserve Bank of India and the World Bank, to facilitate a thoroughly informed decision-making process.

Following thorough discussions and the recommendations provided by the committee, the Unified Pension Scheme has been approved. This scheme is designed to tackle the issues highlighted by government employees and to optimize the pension system for improved efficiency and effectiveness, he stated.
